ANALYSIS OF BROWNFIELD CLEANUP ALTERNATIVES (ABCA) FOR THEFORMER DOW AIR FORCE BASE BUILDING 610 The “Alert Building”
The City of Bangor has prepared a document in preparation of environmental remediation to be conducted at the Bangor International Airport. The Analysis of Brownfield Cleanup Alternatives (ABCA) is in support of the United States Environmental Protection Agency (EPA) Brownfield Cleanup grant funding received by the City of Bangor to address hazardous substances including but not limited to: asbestos-containing material (ACM), lead based paint (LBP), and petroleum substances. The City intends to use these funds to remove the hazardous building materials and petroleum contaminated soils from the “Alert Building” on the site of the Former Dow Air Force Base, now part of the Airport property.
The ABCA Report contains summarized information about the site, contamination issues, cleanup standards, applicable laws, cleanup alternatives considered, and the proposed plan. The grant application submitted to the EPA in 2021 included this report as a draft, with information on the effectiveness, feasibility, and cost to implement each proposed cleanup alternative, including an evaluation of how commonly accepted climate change conditions might impact proposed cleanup alternatives, and an analysis of the reasonableness of the various cleanup alternatives considered, including the one chosen. The ABCA draft was intended as a brief preliminary document summarizing the larger and more detailed technical and financial evaluations performed in addressing each of these areas and has been updated to further detail to proposed cleanup actions to be completed now that the plans for the future site use are beginning to materialize.
The City of Bangor invites the public to review this document, which will be available on the City’s website at www.bangormaine.gov/ced. A public meeting will be held via an online webinar to present and receive comment on the ABCA report. This virtual meeting will be on August 16th, 2024 from 10:00-11:30.
This online public hearing webinar will give citizens the opportunity to present and receive comment on the ABCA for the Former Dow Air Force Base “Alert Building”. The public comment period on the ABCA will be from July 19, 2024 to August 16, 2024. From the submitted comments, the Community and Economic Development Department will consider and respond to and/or incorporate all substantial written comments on the ABCA.
