Public Safety IT Technician

Incumbent serves as Public Safety IT Technician for the Information Services Division, Fire Department, and Police Department. Major responsibilities include the installation and maintenance of employee office and mobile computer hardware, application and specialty communication software, and the design / update of implemented systems.

 

DUTIES:

• Installs, maintains, and provides technical support and training for employee computers including desktops, laptops/notebooks, tablets, mobile units, operating systems, and application and communication software for the Public Safety’s onsite and mobile networks.
• Gathers and analyzes information by working closely with personnel in user areas to collectively define objectives and assist in problem solving. Coordinates the implementation and use of cooperative information systems such as accident reporting, Criminal Justice Information Services systems, and criminal investigation and fire incident reporting software to assist County and State personnel as appropriate.
• Maintains communications and serves as a liaison between the Public Safety departments and the City Information Services or Technology (IT) Division. This may involve regular meetings between Public Safety personnel, Information Services (or IT) Administrator/supervisor, Finance Director, and other involved parties; and obtaining appropriate approval for equipment purchases, software/hardware purchases and upgrades, and work hours/locations.
• Supports internet service, security and anti-virus software and security appliances including firewalls, proxies, mail servers, VPN and intrusion detection systems for the purpose of establishing reliable and secure access to and from the Public Safety’s in house and mobile networks.
• Assists in coordinating the interfacing of individual computer operating systems with client/server systems on a variety of hardware and operating system platforms such as; Unix, Linux, Android, IOS, Microsoft Windows, and Microsoft Server.
• Develops, installs and supports the Public Safety’s specialized hardware/software platforms including; Spillman, Watchguard, Avigilon, S2 Access Control, Exacqvision, NAS, Laserfiche, Adobe, Microsoft Productivity Software, Open Fox, State Metrosystem, MEFIRS, MCRS, Netmotion, MiFleet (GPS), Vehicle and Body Camera equipment, SCADA, and ESRI GIS.
• Coordinates all end-user computer, network devices, and system training for the Police and Fire Department’s computerized software and hardware needs.
• Support all dispatching computing needs including connectivity with State and County agencies, E911 technology, and maintaining the inbound and outbound phone lines.
• Create and Maintain documentation and diagrams of all operational systems utilized by the City of Bangor’s Public Safety Departments.
• Manage and support all Public Safety radio communication scanners and equipment.
• Work with the Information Services Administrator on maintaining the Emergency Operations Center (EOC) readiness, and City’s overall Disaster Recovery (DR) network design, all hardware and software planning.
• Works in conjunction with all Information Services staff in all areas of system wide, and network management as needed.
• Performs other related duties as assigned.

 

I. JOB REQUIREMENTS

• Due to the position working in close proximity or having access to sensitive or confidential material, the position has requirements that must be satisfactorily met prior to beginning employment and may include a polygraph examination, background check, and other measures. In addition, the employee in this position must maintain an acceptable criminal record during the course of employment and not engage in any behavior that jeopardizes confidence with being able to independently work with sensitive or confidential information.
• Being able to provide excellent customer service and communicate effectively with others while providing IT supports.
• Thorough understanding of personal/mobile computers client server
hardware, operating systems, application, and communication software as stated above.
• Working knowledge of City governmental agencies and operations is desirable.
• A degree and/or equivalent training and experience in Computer Science, Criminal Justice, and Fire Education is preferred.
• In-depth knowledge of Cloud Computing and Microsoft operating systems regarding design, installation, and maintenance of network security appliances. Including, Microsoft Azure and Microsoft Office 365 products.
• Broad knowledge of Internet and networking protocols, system security applications and security policy management.
• A high degree of discretion when working with sensitive data, equipment, and areas is required. Incumbent is expected to maintain confidential information and shall refrain from disclosing to any other party any information deemed confidential.

 

II. DIFFICULTY OF WORK

Incumbent performs duties according to priorities set by the Information Services Administrator. Most work is accomplished according to general guidelines that require judgment in selection or adaptation of standard practices and procedures to obtain desired results. Work is relatively broad in scope and requires consideration of the special purposes and functions of individualized units of City government.

 

III. RESPONSIBILITY

Incumbent makes a substantial contribution to the effectiveness of the City’s computerized operations and is responsible for a variety of servers and personal computer hardware and software within the Public Safety Department’s environment. Incumbent determines most effective methods by which to achieve desired results and reviews those methods with the Information Services Administrator for final approval before implementation.
Reports to the Information Services Administrator.

 

IV. PERSONAL WORK RELATIONSHIPS

Incumbent maintains contact with a wide variety of City personnel, including both current and potential users of personal computer systems, as well as other local government representatives to assist with all aspects of computer utilization.

Pay range for this position: $28.29 to $37.98 per hour (37.5 hours/week), based on experience and qualifications. Benefits include health, dental, and vision insurance as well as a retirement plan with employer contribution, group life insurance, and accrued leave time.
