Under limited supervision, this position manages the design, development, operation, maintenance and oversight of the City’s Geographic Information System (GIS) and Asset Management programs. Incumbent ensures the systems and databases are functioning optimally and that users can upload, retrieve, and analyze data across various platforms.

 

DUTIES

• Maintains and updates Geographic Information System (GIS) databases by creating, modifying, and editing GIS spatial and attribute data
• Maintains working knowledge of and supports server based geo-processing scripts, tools, and processes for automated data updates with SQL, Python, JavaScript, HTML/CSS and CLI
• Develops and builds out a city-wide asset management system to achieve optimal workflows for departments while adhering to spatial database administration and architecture best practices and incorporating automations when possible
• Designs and implements GIS and asset management integration with other business systems and intelligence tools
• Creates GIS maps, services, and applications
• Performs spatial and non-spatial analysis
• Researches and recommends current GIS, asset management, and database technologies and industry trends for implementation
• Trains, troubleshoots, and assists staff on GIS, asset management and other software use and implementation
• Oversees field data collection and integration with the use of ESRI products
• Collaborates with City staff on GIS data validation, asset management, and other integrated software
• Represents the City and liaises with contractors, vendors, geospatial agencies and organizations (e.g. Bangor Water District, Bangor Natural Gas, MEGUG, Maine Geolibrary Board, ME-DEP, ME-DOT, USGS, NOAA, etc.)


• Acts as team lead/project manager for special projects; supports the development of GIS-related project objectives, scope, budget and schedule
• Maintains and updates GIS related content hosted on the City’s website
• Other duties, responsibilities, and activities as assigned

 

I. JOB REQUIREMENTS

• Bachelor’s Degree from an accredited college or university with major course work in GIS, Urban Planning, Civil Engineering, Geography, or a related technical field
• Master’s Degree and/or industry certifications such as GISP or ESRI Technical Certifications are desired but not required
• Minimum of 6 years of progressively responsible GIS work experience; an equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities is also acceptable
• Experience in a public utility as an employee or consultant preferred
• Advanced proficiency in GIS products and ESRI software; fluency in SQL, Python, JavaScript, HTML/CSS and CLI preferred
• Comprehensive understanding of MS Windows and Office Suite, AutoCAD, asset management software, database management, and records management
• Knowledge of asset management concepts, level of service, and consequences of failure
• Ability to make timely decisions supported by sound and accurate judgment, include appropriate people in decision-making, and complete tasks within assigned deadlines
• Excellent organizational and problem-solving skills including the ability to analyze information and situations to create solutions; works collaboratively with others expand capabilities of the system and integrate changes based on user feedback


• Professional writing and presentation skills, with the ability to communicate effectively and appropriately, both verbally and in writing; ability to read and interpret data, information, and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; deal with changing, intensive deadlines
• Ability to create good working relationship with co-workers and the general public
• Must be self-motivated and flexible with the ability to work independently with frequent interruptions and change priorities quickly when needed
• Ability to legally operate a motor vehicle
• Capability of maintaining confidentiality regarding sensitive or privileged information

 

II. DIFFICULTY OF WORK

This position typically works in an office environment and requires the ability to operate a computer, telephone, and other standard office equipment. The ability to communicate with employees, vendors and external contacts is required.

The ability to travel within an office environment regularly and between office locations on an occasional basis is required.

 

III. RESPONSIBILITY

This position has no supervisory responsibilities.

Incumbent provides overall GIS technology and infrastructure asset management systems direction, coordination, and evaluation to ensure cost and benefit of all systems, software, programs, policies, and procedures; directs all efforts to design, specify, and implement solutions to maximize department effectiveness to the citizens the department serves; and coordinates short and long-term GIS planning projects, data capture, quality analysis and maintenance procedures, and equitable task distribution to all GIS resources.


Reports directly to the City Engineer.

Pay range $33.54 to $45.04 per hour (based on 37.5 hours/week). Benefits for this position include health, dental, and vision insurance as well as a retirement plan with employer contribution; group life insurance, and accrued leave time starting at 3 weeks of vacation and 3 weeks of sick leave per year.
