Homelessness Response Manager 


The City of Bangor is currently accepting applications for the position of Homelessness Response Manager.  The Homelessness Response Manager is responsible for identifying, aligning, and communicating homeless resources within our city, region, and state as well as identifying gaps or overlaps and advancing policy initiatives on behalf of the City.  The work involves a variety of stakeholders, including municipal departments, other governmental agencies, service providers and all interested parties in areas such as prevention, early intervention, emergency and support services.  The position reports to the City Manager.

 

ESSENTIAL JOB FUNCTIONS:

  • Provides leadership, on behalf of the City, in the development and execution of community-wide strategies to equitably address the impact of homelessness within our City.
  • Develops, coordinates, and assesses available programs that address homelessness and mitigates its impacts.
  • Fosters and maintains relationships with service providers and community groups to support the community-wide strategy in a professional and effective manner.
  • Works in concert with various City departments; Economic Development, Public Health and Community Service, Police, Fire, Parks & Recreation, to compile information from residents (housed and unhoused), business/organizations, and employees to gain insight into trends within the community and adapts community-wide strategy as needed, communicating any amendments with all stakeholders.
  • Create and continuously evaluate performance indicators to effectively measure the impact and effectiveness of policies and strategies revolving around community-wide strategies. Provide a comprehensive view periodically of the strengths and opportunities of the policies and strategies in place as well as provide strategic recommendations for improvement.
  • Compiles information creates materials to be available both internally and externally, and presents relevant information to community groups, boards, commissions, and councils; may conduct public meetings.
  • Responsible for developing and implementing effective communication strategies, including public outreach and the dissemination of related materials.
  • Maintain strong relations with City departments, State and Federal agencies, services providers, and interested stakeholders. Acts as a bridge and facilitator between the City and other organizations, assisting in meaningful ways to ensure community-wide strategies are being implemented effectively.
  • Remain current with best practices through professional training and conducting research projects, as needed, to support solid, thoughtful recommendations to stakeholders, policy development, management and more.
  • Other duties and special projects as assigned.

 

QUALIFICATIONS/JOB REQUIREMENTS:

  • Bachelor’s degree in social work, planning, public administration, or a related field; equivalent training and experience may be substituted for educational requirements.
  • Minimum of 3-5 years of experience in a similar or related field or setting.
  • Experience in leading collaborative efforts with diverse internal and external stakeholders and directing and supervising private contractors.
  • Basic project development/management skills.
  • Regular attendance, mediation, negotiation, and customer service skills are necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules, and personnel policies.
  • Ability to attend off site meetings.
  • Ability to communicate effectively, both in writing and orally.
  • Ability to work independently and to self-manage time and workload.
  • Commitment to continued professional development.
