§ 28-50. Parks
and Recreation
Advisory Committee. [Amended 3-28-1988 by Ord. No. 88-151; 12-23-1991 by Ord.

In accordance with
Article V, Section 2(a) of the City Charter, there is hereby authorized and
established a Parks
and Recreation Advisory
Committee to consist of nine persons who shall be appointed by the City
Council, at least two of whom shall be appointed to represent the users of the
Bangor Municipal Golf Course. The City Planner and a member of the City Council
appointed annually by the Chair of the Council shall serve as ex officio
members of the Advisory Committee.

Method of appointment and term of office. Members of the
Committee shall be appointed annually to serve terms of three years or until
a successor is duly appointed. Any vacancy created on the Committee shall be
filled by appointment by the City Council for the remainder of the term. All
Committee members must be residents of the City of Bangor. No member shall serve more than two
complete consecutive terms. Editor's Note: Original Sec. 4.2, Council Membership,
which immediately followed this subsection, was deleted 9-14-1998 by Ord. No.
98-339.

Functions of the Parks
and Recreation
Advisory Committee. It shall be the function of this Committee to hold
regular meetings and to advise the Parks and Recreation
Director with respect to the policy and administration and all phases of the
recreational program of the Parks
and Recreation
Department. The Committee shall also make an annual report and recommendation
to the City Council regarding the need, if any, for new recreational
facilities in the City of Bangor,
to include capital development, redevelopment and maintenance needs with
respect to existing facilities.

All members shall attend an annual orientation meeting to be
scheduled during the month of January of each calendar year.

The Committee shall meet at least quarterly and, prior to
December 31 of each calendar year, shall prepare and submit to the City
Council an annual report outlining its doings during the preceding
twelve-month period.
