Stormwater

On Tuesday , May 5, the Infrastructure Committee met to consider the latest version of the Citizen Review Panel charter.  The charter was quickly recommended to the Council with only one minor change.  The charter will go before the full Council on Monday, May 11.

Our intention is to post updates from time to time, particularly regarding information that may not require a mass e-mailing, but would still be of interest. On Thursday, March 5, University College of Bangor hosted an initial stakeholder meeting for the Birch Stream watershed management plan. Turnout from the community was high, including residents, business owners, and others with an interest in the watershed. Chet Bieglow of Sewall, Andrew Johnston of SMRT, and City staff outlined aspects of the watershed planning effort.

The Transportation and Infrastructure Committee of the City Council held a stormwater workshop on Wednesaday, March 11 in Council Chambers, with several members of the community in attendance. LaMarr Cannon of NEO (Nonpoint Education for Municipal Officials) gave a very engaging overview of nonpoint source pollution and urban impaired streams. Wendy Warren followed with an explanation of the regulatory drivers of watershed planning> A second workshop, focused on the features of a watershed management plan and on a potential citizen group for the Penjajawoc watershed, will be held on April 1.

Bangor Area Storm Water Group

The Bangor Area Storm Water Group (BASWG) is made up of MS4 Permittees in the Bangor Region who have formed a non-profit organization. The BASWG mission is to work together to address the minimum control measures required in the MS4 permit. By working together, the group has achieved cost savings, received grant money, and met several of the minimum control measures that would be difficult to achieve as individual communities. Birch Stream Documents

1st Draft Birch Stream Watershed Management Plan, May 19, 2010

Birch Stream is one of five “Impaired waters” located in Bangor that are listed by the Maine Department of Environmental Protection (DEP). Impaired waters are determined by DEP and listed on the following website:

The City of Bangor is developing a Watershed Management Plan to guide the development, prioritization, and implementation of physical and policy changes to improve water quality in Birch Stream. Municipal Separate Storm Sewer System (MS4) Permit  / Stormwater Management Plan 2008 – 2013

The General Permit for Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems and State or Federally Owned Separate Storm Sewer Systems (heretofore referenced as the "General Permit") can be found at http://www.maine.gov/dep/blwq/docstand/stormwater/MS4.htm#intro and was issued by the Maine Department of Environmental Protection (MDEP) on July 1, 2008.  The General Permit authorizes the direct discharge of stormwater from or associated with a regulated small municipal or State or federally owned separate storm sewer system (“MS4”) to a MS4 or waters of the State other than groundwater.  Discharges must meet the requirements of the General Permit and applicable provisions of Maine's waste discharge and water classification statutes and rules. 

                      

To comply with this General Permit, the regulated MS4 shall develop, implement, and enforce a Stormwater Program Management Plan (“Plan”) implementing six minimum control measures, set forth in Section H of the General Permit, which are designed to reduce the discharge of pollutants within the Urbanized Area (UA) from its regulated small MS4 to the maximum extent practicable, to protect water quality, and to satisfy the appropriate water quality requirements of the Clean Water Act.  The Plan and all Minimum Control Measures must be substantially implemented by June 30, 2013. The regulated MS4 shall describe in its Stormwater Program Management Plan how it will reduce or eliminate polluted stormwater runoff to the maximum extent practicable within the UA from its MS4.
