Welcome to Engineering
The Engineering Department serves the public through the design and construction of various municipal building and public works projects. The department serves as the depository for records of city-owned facilities and assists the public and professional community with inquiries regarding publicly owned properties and infrastructure. The City Engineer provides technical support for the City Council, Planning Board, City Manager, and other city departments and divisions, and protects public safety through the review of plans for various private projects that come before the Planning Board.
The Engineering Department has a full-time staff of ten including the City Engineer, Assistant City Engineer, three design engineers, City Surveyor, two construction inspectors, and administrative staff. The department also includes two seasonal employees, the Harbormaster and Assistant Harbormaster.
The Engineering Department oversees the design and construction of a wide variety of municipal projects including wastewater treatment and storage facilities, sewage pump stations, and sewer and storm drain construction and separation projects. The department also prepares designs for sidewalk reconstruction, municipal parking lots, athletic fields, streets and highway, airport and harbor facilities, and modifications and repairs to public buildings. The City Surveyor provides property surveys, topographic surveys, and construction surveys for these projects and assists other departments and divisions with their survey requests. The Engineering Department design engineers prepare construction bid documents and oversee the construction and administration of a wide variety of projects. The construction inspectors oversee the construction of these projects on-site and work closely with the design engineers.
The City Engineer and his staff provide assistance to the public and professional community through the use of record drawings, maps, record books, deeds and legal descriptions, project files and other records. Eighty percent of the Engineering Department employees have been with the department for at least twelve years and are able to assist the public with an in-depth knowledge of the city’s records, facilities, and infrastructure.

Street Opening/Utility Construction Permits
ARTICLE VII Street Openings and Utility Connections [Adopted as Ch. VI, Art. 8; amended in its entirety 7-12-2004 by Ord. No. 04-175]
§ 271-29. Permits required.
A. |
Street opening permit. It shall be unlawful for any person, firm or corporation to tunnel under or to make any excavation in any street, alley or other public place in the city without first having obtained a street opening permit from the City Engineering Department. All permits will be issued in accordance with the provisions of Title 23, Chapter 307, Subchapter II of the Maine Revised Statutes Annotated.

Sewer and storm drain connection permits. All new or replacement sanitary sewer or storm drain connections to city mains shall be subject to all of the regulations set forth hereinafter relative to private utility connections, except that prior to the issuance of said permit, the payment of any outstanding assessments for the city sewer construction will be required in addition to the permit fee. |

Limitations.

§ 271-30. Contractors.
A. |
All work in connection with the excavation and backfill of any opening in a public way shall be performed only by approved contractors or by the forces of the particular utility concerned. Adequate equipment shall be employed so as to expedite the completion of the work, and proper construction methods shall be used, as hereinafter described. |
B. |
The contractor doing the work shall show proof of adequate insurance coverage before a permit is issued. |
C. |
Contractors with a work history of two unsatisfactory similar type street opening or utility connection projects within the previous 18 months, in the opinion of the City Engineer, or having an outstanding balance related to a previous street opening permit, will not be issued a street opening or utility connection permit. |
§ 271-31. Inspections.
A. |
All work in connection with street openings and utility connections will be subject to the inspection and approval of the City Engineer or his or her authorized representative. The City Engineer will decide as to the adequacy of the materials to be used, extra safety precautions which may be required to protect the public and the scheduling of the work to be performed. No backfilling operations shall be allowed prior to the examination of the work by the Engineer. |
B. |
The contractor shall provide timely notification to the city in order that inspection services can be scheduled for the appropriate time. The permit form will contain the necessary instructions to the contractor. |

Private connections. A contractor representing any person, firm or corporation desiring to open any portion of a public way for the purpose of installing, repairing, replacing, examining or attempting to locate any private utility connection must first obtain a permit from the City Engineer. Prior to the issuance of said permit, the applicant shall pay to the City of Bangor an amount to cover the cost of inspection services in accordance with the schedule of charges contained herein. The applicant will be responsible for all work, including temporary pavement and the permanent paved surface. No backfilling shall be allowed without the prior examination of the work by the City Engineer's representative. Trenches backfilled without the Engineer's approval will be subject to the corrective work outlined in § 271-36A herein. |

§ 271-34. Replacement of surface.
A. |
Hot asphalt paving on rigid base. When an opening is made on a street where the base is cement concrete, premixed base of tar or asphalt or granite block on a concrete base, the base material shall be cut back at least 12 inches beyond the edges of the trench after the backfilling has been completed and before the new permanent patch is placed. The City Engineer, at the time the permit is issued, will specify whether the base is to be replaced with cement concrete or a full depth structural bituminous concrete patch.

Restoration of other areas. The contractor shall restore all areas of disturbance, including stone curb, esplanades and gravel surfaces, including shoulders, sodded areas, shrubbery fencing, ditches, etc., to the condition prior to construction. |

Warrantee. The contractor or utility shall correct any deficiencies in the trench or pavement for a period of one year from completion of the work authorized by this permit. |
§ 271-35. Utility connections.
A. |
All work relative to connecting a building drain or yard drain to a city main shall be performed by an approved contractor, only under the direct supervision of the City Engineer or his or her authorized representative. |
B. |
If the city main is damaged or broken by the contractor, then the damaged or broken section of main will be removed and replaced at no cost to the City by the contractor under the supervision of the City Engineer's representative. |
C. |
Any tap to a public sewer or storm drain shall be made and an approved connection device installed in the presence of the City Engineer or his or her authorized representative. |
D. |
Connections to manholes, wet wells or other structures shall be prohibited unless approved by a representative of the City Engineer. If approval is given, the structure must be cored and a watertight boot installed at the location indicated by the City Engineer. |

Driveway Permits
A driveway permit is required for the construction of all new driveways accessing City Streets, unless the driveway will be included in the construction of a project that has received site plan review and approval by the Planning Board. A permit is also required for any modification of the width, grade, or number of openings of an existing driveway within the City right of way.
You may apply for a Driveway Permit at the Engineering Department in City Hall. There is no fee for this permit. The City Surveyor will review the completed Driveway Permit application, including a visit to the site. Please bring a sketch showing the length of the property frontage, street name and number, approximate distance of the driveway from the side lot lines, width of the driveway, and approximate relation of the driveway to the buildings on the lot. A staff person will include this sketch with the permit application form. An approved copy of the permit is mailed to the property owner once the City Surveyor has completed his review. Review of the permit application usually can be completed within a few days. If possible, please apply for the permit at least a week before the work will be done. If this is not possible, please let the staff know and we will attempt to expedite your permit request

Street Number Assignment
The City has established an orderly street number assignment system to insure that duplicate street numbers are not issued, even if buildings are torn down and new ones built. Each side of each street is divided into 25' increments, and each increment is numbered consecutively, odd numbers on the right side of the street and even on the left, creating an official street numbering plan for each city street. Each parcel of land will have a certain number of 25' increments and assigned numbers depending on the frontage of the parcel along the street. The street number assigned to the building is the number at the location of the front door of the building.
To request a street number assignment for a new building, call the Engineering Department at 992-4250. The secretary will take your name, phone number, and a description of the location of the property. The City Surveyor will then measure the location of the building to determine the street number to be assigned. The assigned number is recorded on the official street numbering plan and entered into the street number files. We suggest that a street number not be requested until the building is under construction. This will prevent any error in measuring to the entrance of the building.
